Induction

1. Purpose

This SOP outlines the mandatory onboarding and foundational training requirements for all newly hired Cadets prior to being paired with a Field Training Officer (FTO) and deployed on active patrol.

No Cadet is to be assigned to an FTO or placed into operational patrol until the requirements within this SOP have been completed.


2. Initial Induction – Station Orientation

Upon being hired, each Cadet must receive a full tour of VPD.

The following key locations must be covered:


2.1 Changing Rooms

  • Provide a walkthrough of the uniform standards.

  • Explain what uniform the Cadet is expected to wear.

  • Reinforce professional appearance expectations.

  • Ensure the Cadet understands locker room location and usage.


2.2 Armoury

  • Explain all standard-issue equipment used by LSPD officers.

  • Discuss the purpose of each item (firearm, taser, radio, cuffs, etc.).

  • Ensure the Cadet is equipped with the necessary starter equipment.

  • Explain proper storage and accountability of issued equipment.


2.3 Evidence Room

  • Provide an overview of the purpose of the evidence room.

  • Explain how evidence is submitted and stored.

  • Inform the Cadet that detailed procedures will be covered in Evidence Training.


2.4 PD Reception

  • Show the Cadet where to clock in at the front desk.

  • Walk through the clock-in process.

  • Explain duty status expectations and accountability while clocked in.


2.5 MDT Processing Requirements

Before operational deployment, the Cadet must:

  • Have DNA collected and logged.

  • Have fingerprints taken and logged.

  • Have official photographs uploaded to the MDT.

This ensures proper identification and system integration.


2.6 Weapons Licensing - Do not issue these until weapons licences are released to the public.

  • Upon successful completion of Class 1 Firearms Training, the Cadet must be issued their weapons licence.

  • Ensure the firearm is logged to their profile.

  • Confirm legal authorisation before carrying operationally.


2.7 Briefing Rooms

  • Show the location of frequently used briefing rooms.

  • Explain the purpose of:

    • Shift briefings

    • Operational briefings

    • Debriefs following active incidents

Emphasise the importance of communication and attendance.


2.8 Important Offices

Show the locations of key personnel offices, including but not limited to:

  • Chief Mackay

  • Assigned FTO

  • Supervisors

Explain appropriate channels of communication and chain of command.


2.9 PD Motor Pool

  • Show how to access and deploy a patrol vehicle.

  • Demonstrate proper parking procedures.

  • Explain the vehicle repair system.

  • Show how to assign a callsign to a vehicle using:

Reinforce responsibility for vehicle care and proper return procedures.


3. Mandatory Pre-FTO Training Requirements

Before being paired with an FTO and released onto patrol, each Cadet must successfully complete foundational training in the following areas:


3.1 Class 1 Firearm Training

Cadets must:

  • Complete Basic Firearms Training at the VPD -1 range.

  • Demonstrate safe weapon handling.

  • Show understanding of the use-of-force continuum.

  • Be signed off by a certified instructor.

No Cadet may carry a Class 1 firearm operationally without training.


3.2 Vehicle Basics Training

Cadets must receive instruction covering:

  • Safe patrol vehicle operation.

  • Emergency response driving basics.

  • Proper positioning during traffic stops.

  • Radio communication during vehicle stops.

  • Basic pursuit awareness (support role only).

This ensures Cadets understand vehicle responsibility prior to patrol deployment.


3.3 Foot Pursuit Fundamentals

Cadets must be trained in:

  • Safe foot pursuit techniques.

  • Radio communication while running.

  • Transitioning between taser and firearm appropriately.

  • Awareness of crossfire and officer positioning.

  • When to disengage for safety reasons.

This ensures Cadets understand officer safety principles before engaging in active situations.


4. Pairing with an FTO

Once the following are complete:

  • Station orientation

  • MDT processing (DNA, fingerprints, photos)

  • Class 1 Firearm certification

  • Vehicle basics training

  • Foot pursuit fundamentals

The Cadet may then be formally assigned to a Field Training Officer (FTO).

The FTO phase will focus on:

  • Practical application of learned skills.

  • Report writing.

  • Public interaction.

  • Real-world operational decision-making.


5. Professional Expectation

The induction phase sets the foundation for a Cadet’s career.

Cadets are expected to:

  • Demonstrate professionalism.

  • Ask questions when unsure.

  • Maintain discipline and accountability.

  • Take ownership of their development.

No Cadet should enter active patrol without the confidence, competence, and certification required to operate safely.
