Major incident management

Incidents will be led by the first officers on scene, if they do not feel comfortable with leading the scene due to the severity then this should be communicated and the most senior officers on scene should take control. In time we will look to have officers trained in hostage negotiation and major incident coordination for larger heists like Paleto and the big bank. It is the responsibility of the primary unit on scene to delegate the task within the handbook to different officers on scene. They should also ensure that officers are set up according to the below Scene setup and positioning and relevant roads are blocked off with either barricades or vehicles.
